Issue descriptionSteps to reproduce the problem: 1. https://onlinephoneinstalls2016.site/36caad8a-3790-4fc7-abf7-6cec47e29b6f/313577d9-a2d2-498a-8160-3a073672d980 (Scareware page, visit at your own risk) 2. Press back button a few times on the page. What is the expected behavior? Should be able to completely disable vibrate, or a prompt to disable it after vibrate starts, or it should be rate limited so that sites can't vibrate device nonstop. Vibrate should cease immediately when page is closed. Or just remove the vibrate API feature entirely. What went wrong? Device started vibrating constantly, no way to stop it. Continued vibrating for a second or two even after closing the tab. This behaviour is extremely annoying and unnecessary. Did this work before? N/A Chrome version: 63.0.3239.111 Channel: stable OS Version: 6.0.1 Flash Version: Screenshot of scareware page attached. I reported it to safebrowsing.

Could someone from Security team please look into this issue. Is it an intended behavior as vibration is observed for 5-6 seconds and same is observed on Opera mobile. Note: vibration is not observed on FireFox mobile.
