On force quit favicons are not displayed

Issue description

App Version: 65.0.3300.0 Canary
iOS Version:  11.2.5, 11.2.1 Stable and 10.3.3
Device: iPhone and iPad

Steps to reproduce:
1. Launch chrome 
2. Load any webpage from omnibox in NTP
3. Once the webpage is loaded and shows the favicon
4. Tap on back button and go to NTP page
5. In NTP page long press on the forward button
6. Force quit and relaunch app
7. In NTP, long press on the forward button

Observed results:
The favicon displayed in step5 is not displayed at step7

Expected results:
The favicon should be displayed

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Not tested
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): Yes on M63
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on M64 beta
