Issue descriptionSome producers/surfaces, such as offscreen canvas / video / etc, don't currently extend deadlines for full-pipeline BeginFrames to infinity. They also don't force their needsBeginFrame signal to true, which is required to avoid raciness. See bit.ly/headless-rendering for more details.
