Replace "Install to" with "Add to" for IDS_INSTALL_TO_OS_LAUNCH_SURFACE.

We should retain this distinct string (IDS_INSTALL_TO_OS_LAUNCH_SURFACE) rather than just switching back to IDS_ADD_TO_OS_LAUNCH_SURFACE, so that we retain the flexibility to use a separate string for installable apps if we wish in the future.
