What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://discards page
(2) Try to get focus on links "Discard a tab now" or "Urgent discard a tab now" present on the page by pressing Tab key, observe.

Actual: Focus does not traverse on page by pressing tab key.

Expected: Focus should traverse properly on page by pressing tab key.

This is a regression issue, broken in 'M64', will soon update the other info:

Good Build: 64.0.3275.0
Bad Build: 64.0.3276.0

You are probably looking for a change made after 518649 (known good), but no later than 518650 (first known bad).
