Aw snap - out of memory while performing heap dump

Reported by rasmusgr...@gmail.com, Dec 20 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36

Steps to reproduce the problem:
1. Have a web-app using more than 1GB memory
2. Perform heap dump "Take heap snapshot"
3. See memory usage of tab grow until it hits 3700MB, then page crashes

What is the expected behavior?
That I was able to take a heap snapshot even if this process exceeds the normal per-tab memory limit

What went wrong?
The page crashed while dumping memory

Did this work before? No
