Recent Tabs cleanup after Bookmarks new gen

This CL cleans up the NTP-related part of the RecentTabs now that the
Bookmarks NewGen are enabled and that the RecentTabs cannot be presented
on the NTP.
It also cleans up the NTPPanelProtocol.
