Disable bluetooth with UI, it will be auto enabled when browse with guest account.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36
Platform: Disable bluetooth with UI, it will be auto enabled when browse with guest account.

Steps to reproduce the problem:
1.Boot to OS.
2.Connect to WiFI. 
3.Browse with guest.
4.In the right corner of bluetooth.
5.Click bluetooth UI and disable bluetooth.
6.It will be auto enabled.

What is the expected behavior?
Once you disabled bluetooth, then it must be disabled.

What went wrong?
Bluetooth setting will be auto enabled.

Hi Xianyinh,

Try waiting at least 5 seconds for Bluetooth to be entirely disabled. Since in Bluetooth daemon, if there is any ongoing activities, such as advertising or scanning, Bluetooth daemon will wait 5 seconds to terminate those activities before powering off.
