Regression: Weird animation is seen on avatar name.

Issue descriptionChrome Version: 64.0.3282.39 Revision 685da0f069900495038d4dae4c1d7ac4bf489a47-refs/branch-heads/3282@{#286}(32/64 bit) OS: Windows(7,8,10), Mac(10.12.6, 10.13.2), Linux(14.1LTS) What steps will reproduce the problem? (1) Launch chrome, open NTP and click on Avatar icon. (2) Click & hold and drag outside on avatar name and observe animation on it. Actual: Weird animation is seen on avatar name. Expected: Animation on avatar name should be proper. This is a regression issue, broken in 'M64', below is bisect info: Good Build: 64.0.3264.0 Bad Build: 64.0.3265.0 You are probably looking for a change made after 515442 (known good), but no later than 515443 (first known bad). Hi dbote@, are you still able to reproduce this? I tried this on a Windows 10 machine and couldn't reproduce it in Canary 65.0.3317.0. Does it only occur on the top button that reads "You"? Or is it also occurring on the buttons below it (e.g. the "Guest" / "Manage people" / "Close all your windows" buttons)?

With respect to comment 2: Issue is still reproducible on Windows(7,8,10) using latest canary build #65.0.3317.0. and it is occur for top button that reads "You" as well as other options also(e.g."Guest" / "Manage people" / "Close all your windows" buttons). kindly refer attached screen-cast for the same. Note: Issue is not reproducible on Mac(10.12.6, 10.13.1,10.13.3) and Linux(14.1LTS) OS.

I think this actually might be intended behavior - the hover effect goes away when the mouse clicks and holds down, then moves off the button. Please reopen if I'm misunderstanding the issue. |
