This component will track general ML related tasks (e.g. adding third party libraries, general model loading infrastructure) that are not specific to some existing project or feature.

The Google Chrome Knowledge team (TL napper@chromium.org) in Sydney will be responsible for triaging Learning component bugs, and will do so daily.
