Steps to reproduce the problem:
1. Go to FaceBook, Slack, or any other site that can send a browser notification to Chrome.
2. Perform any action that would trigger a notification.

What is the expected behavior?
Screen readers such as NVDA should read the notification when displayed by Chrome.  The user should have the ability to interact with the notification if it contains interactive elements.

What went wrong?
NVDA reads nothing meaning that the user may not be aware that a notification is being displayed.  In addition, there seems to be no way for the user to interact with interactive elements of the notification if present.

Two possible solutions here might be to use the Windows native notification system, or to display notifications using the Windows native toast views as these should be announced by screen readers by default.  Alternatively, ARIA live regions or alerts could be used to cause notifications to be announced.
