Web notifications are not read

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36 Steps to reproduce the problem: 1. Go to FaceBook, Slack, or any other site that can send a browser notification to Chrome. 2. Perform any action that would trigger a notification. 3. What is the expected behavior? Screen readers such as NVDA should read the notification when displayed by Chrome. The user should have the ability to interact with the notification if it contains interactive elements. What went wrong? NVDA reads nothing meaning that the user may not be aware that a notification is being displayed. In addition, there seems to be no way for the user to interact with interactive elements of the notification if present. Did this work before? No Chrome version: 63.0.3239.108 Channel: stable OS Version: 10.0 Flash Version: Two possible solutions here might be to use the Windows native notification system, or to display notifications using the Windows native toast views as these should be announced by screen readers by default. Alternatively, ARIA live regions or alerts could be used to cause notifications to be announced.

Able to reproduce this issue on Mac 10.12.6 and Win-10 using chrome reported version #63.0.3239.108 and latest canary #65.0.3304.0. This is a non-regression issue as it is observed from M50 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
