Too high pictures are incorrectly scaled in new context menu

Issue description

Steps to reproduce the problem:
1. http://joemonster.org/art/21874/Ciekawostki_ktore_rozwala_twoj_mozg_
2. open picture in new context menu

What is the expected behavior?
Picture is scaled to the window width and can be scrolled up and down (user should be able to see its' content)

What went wrong?
Picture is resized to small place in window layout

Did this work before? No 

Chrome version: 65.0.3299.0  Channel: canary
OS Version: 7

Able to reproduce the mentioned behavior on Chrome 65.0.3299.3 on SM-G935F Build/NRD90M, Android 7.0.0 and assuming this as the Feature Request, updating the issue accordingly so that the issue gets addressed.

Comment to #2: everything depends on it how you will look on it, functionality works fine for some classes of images and changing scaling for this type of images can be marked as FR, from the second hand current view doesn't give you anything useful from looking into such scaled picture and it's more bug

I suggest to moving it to bug.
