ChromeOS issue: Long freeze starting Public Session on Snow

Issue description

ChromeOS version: 60.0.3112.112+
ChromeOS device model: Samsung Chromebook XE303C12-A01US (Snow)
Case#: 13600288

Description:
When starting Public Session on Snow devices, it freezes for about a minute


Steps to reproduce: 
1. Set up Public Session for device OU with some starting page (customer uses Google Forms, we had even longer freeze with https://www.ebay.com)
2. Run Public Session on device

Current Behavior / Reproduction: 
Interface and device freezes for about a minute

Expected Behavior: 
No freeze, just running Chrome with startup page

why is this labelled M60? It's pointless to do so since 60 is long dead code now. Has customer reproduced on current stable M-63? If so please gather logs from that point. We'd really be targeting 64 minimally for a fix though since 63 is done.

Yury were you able to repro this using one of the SNOW in the NYC lab?

This may actually be WAI as SNOW is a very old device (AUE is in March) and the processor is pretty slow compared to most other supported Chrome devices.
