Typing into webview edit fields using Talkback does not allow granularity traversal

ENVIRONMENT:
Device: Pixel 2 XL
Android Version: 8.1
Google Keyboard Version: 6.8.8.178714143-release-arm64-v8a

PRECONDITIONS:
Enable TalkBack (settings > accessibility > TalkBack)
STEPS TO REPRODUCE:
1. Enter a webview with edit fields (settings > accounts > add account > google, open Chrome and go to facebook.com, etc)
2. Focus an edit box and open the keyboard, then enter text.
3. Change granularity to character
3.  Swipe left or right.

EXPECTED RESULTS:  TalkBack focus should traverse the typed text with character granularity

OBSERVED RESULTS:  
TalkBack plays the boundary sound and does not traverse the text.

Android Accessibility: Enable granularity traversal for web view edit fields.

This Cl allows the users to navigate the typed text while typing by changing
granularity.
