Touch radii too large for Android touch events

Issue description

Testing with https://rbyers.github.io/paint.html on Android, the touch radii created on ToT and Canary are ~2-3x too large.

On Dev/Stable the touch targets aren't crazy large, but they definitely still feel too large, though this could just be a problem with the value my Pixel phone is reporting? At any rate, the behavior is different on dev/stable so the bug is probably limited to ToT/Canary right now.

Repros on both my Pixel 2 running Android O, and Pixel running Android N.

We actually fixed a glitch with the radii calculation recently.

I believe the source page needs to be updated. It needs to divide by 2 because it is assuming pointerevent.width == touchevent.radiiX which isn't true.

mthiesse@ can you give it a try now? I've updated the paint code on github.

I've verified they are correct in Canary and ToT and match the spec now.
Looks good, sorry for the false alarm :P
