What steps will reproduce the problem?
(1) Right click on shelf and select "Set wallpaper" 
(2) In Custom tab, click on the '+' icon to choose custom wallpaper
(3) Observe the icon and text 'Wallpapers appear on Sign-in Screen.'

What happens?
Icon and text are misaligned
