Division by zero in compute_active_cpu_time

wait_for_idle_cpu in //src/third_party/autotest/files/client/bin/utils.py calls get_cpu_usage() twice, then calls compute_active_cpu_time() to get the fraction of active cpu time between the two calls.  If there isn't any active cpu time between the calls, it divides by zero and fails the test.  It should probably check for this and return 0 instead.
