Chrome Version: (copy from chrome://version) 65.0.3295.0
OS: (e.g. Win7, OSX 10.9.5, etc...) Android
What steps will reproduce the problem?
(1) Pull up "cats pdf" search results page.
(2) Turn on airplane mode.
(3) Long press one of the search results that is a PDF.
(4) Turn off airplane mode.
What is the expected result?
The PDF will automatically resume and download to completion.
What happens instead?
The download called "url" is paused.
If you resume the download, it just downloads the blank page.
If you open the blank page, the download of the PDF will complete.
The "url.html" will show up in Downloads Home and every time you open it, it will try to download the cat PDF again (this is not included in the video).
