ChromeOS feature request: forced single-user mode after first sign-in

Issue description

Summary: What the customer wants is an option to disable 'add person' after the first sign-in from an user of the domain.


Use case / Motivation:
This is because some students are busy taking other's Chromebooks and changing some settings that are affecting the owner of the device. (keyboard language, display resolution etc.)
When the owner use the device, it will have different settings resulting difficulty in device usage. 
Also to add security so that only the first owner will be the one that can use the device.


Existing workarounds:
none feasible
Add person is disabled IF:
in Device management>Chrome>Device settings
section: 
Sign-in Restriction 
Restrict Sign-in: <Restrict Sign-in to list of users:>
username@domain
if is set to  *@domain Add person is NOT disabled
