What steps will reproduce the problem?
(1) Make sure that smooth scrolling is enabled.
(2) Scroll any scroller (other than the document) that needs scrolling on main thread.

What is the expected result?
The scroll latency info must get recorded (e.g. Event.Latency.ScrollBegin.Wheel.TimeToScrollUpdateSwapBegin2)

What happens instead?
The latency info doesn't get recorded at all.

This bug is the main thread version of 599910.
