Regression: Improper rendering of extension overlay.

Issue description

Chrome Version: 65.0.3298.4 (Official Build)74914eb3b071a410af522c706a274a2eac3825c9-refs/branch-heads/3298@{#7} 32/64-bit.
OS: Win(7,8,10), Linux(14.04 LTS) and Mac(10.12.6,10.13.1,10.13.2).

What steps will reproduce the problem?
1. Launch chrome, Navigate to above URL and download the chrome extension, 'Image downloader'.
2. Now click on the extension icon in omnibox and observe overlay.

Actual: The rendering of extension overlay is not seen properly.  

Expected: Smooth rendering of extension overlay should be seen.

This is regression issue, broken in ‘M 57’ and below is the bisect info :
Good build: 57.0.2978.0(Revision: 442757)
Bad build: 57.0.2979.0(Revision: 443120)

You are probably looking for a change made after 442988 (known good), but no later than 442989 (first known bad).

CHANGE-LOG URL:

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Bumping down to P2.  That change is 11 months old and this is the first we've heard of this.  Also I'm under the impression that logic has changed subsequently.

+altimin@ who does most of the scheduler stuff these days.

Issue is existing from M57, can we get a fix during M65 time frame? please change accordingly.
