What steps will reproduce the problem?
1. Launch chrome,navigate to chrome://settings/passwords and drag text link 'password.google.com' and observe dragged link
 
Actual: Dragged text link appears blurred
Expected: Dragged text link should be seen properly

This is regression issue, broken in ‘M 64’ and below is the bisect info :
Good build: 64.0.3256.0  (Revision: 513349).
Bad build: 64.0.3257.0 (Revision: 513642).

You are probably looking for a change made after 513540 (known good), but no later than 513541 (first known bad).
