Misleading preview for WebRTC screen share

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:57.0) Gecko/20100101 Firefox/57.0

Steps to reproduce the problem:
1. Use a computer with multiple screens attached
2. Using chrome.desktopCapture.chooseDesktopMedia, open the "Share your screen" dialog
3. Minimize all windows on all monitors except where the Chrome browser is present

What is the expected behavior?
A preview of all screens are shown

What went wrong?
This screen previews randomly switches between the actual screens precisely every second. The previews will usually end up in a steady state where only one screen will be previewed for all actual screens. Colorful desktop backgrounds, desktop file/icons or windows start menu does not appear to affect this behavior.

I forgot to mention that this may be related to my previously reported issue https://bugs.chromium.org/p/chromium/issues/detail?id=788394

More specifically, it's very similar to https://bugs.chromium.org/p/chromium/issues/detail?id=764258
