'Add to Desktop' not working on Chromium

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36

Steps to reproduce the problem:
1. use chromium
2. Click 'Add to Desktop'
3. Click 'Add'
4. Do not find the link on the Desktop

What is the expected behavior?
1. use chromium
2. Click 'Add to Desktop'
3. Click 'Add'
4. Do  find the link on the Desktop (works with Chrome latest, and also earlier versions)

What went wrong?
it seems Chromium does not write the 'quicklink' to the filesystem

Did this work before? N/A 

Chrome version: 63.0.3239.108  Channel: stable
OS Version: Ubuntu 16.04.3 LTS

Unable to reproduce this issue on chromium 63.0.3239.108 using Ubuntu 14.04 with steps mentioned in comment#0.

1. Launched chromium >> Opened Webstore >> Clicked on Add to desktop and observed Webstore page.
2. Navigated to youtube >> Added to desktop and observed Youtube app icon on desktop.

@Reporter: Please check the video and let us know if we miss anything. Please un-install, re-install chromium and check on freshly installed chromium. This would help in further triaging of the issue.

OP, which desktop environment are you using?  Are there any icons on you desktop already?

I am using the default Ubuntu 16.04 Desktop enviroment. There are already icons on the desktop (from Chrome) and there are files and folders the Desktop.

Hm.. I cannot reproduce the issue on Ubuntu 16.04 with the default desktop (unity).  Did this work before?

I do not know. Actually I tried switching from Chrome to Chromium and this was quite the showstopper ;-D.

Unable to reproduce the issue on reported chrome version 63.0.3239.108 and on the latest dev#65.0.3324.0 using Ubuntu 14.04 with the below mentioned steps.
1. Launched chromium > Opened Webstore > Clicked on "Add to desktop"
2. Webstore page icon appeared
3. Navigated to youtube >Clicked "Added to desktop"
4. Noticed Youtube app icon on desktop. Attaching the screen cast for reference.
As we are Unable to reproduce the issue from ET end, hence requesting some one from "UI>Browser>WebAppInstalls" team to have a look into this for further investigation.
