Regression: Unwanted black line is seen and flickering is seen while hovering on video element

Issue description

Chrome Version: 65.0.3298.3 dev
OS: Mac 10.13.1, Ubuntu 14.04 , Windows 10

What steps will reproduce the problem?
(1) Launch chrome and navigate to https://developers.google.com/web/updates/2017/12/nic63
(2) Reload page and observe video element present there
(3) Hover on it and observe

Expected: No black line should be seen and on hovering no flickering should be seen.

Actual: Instead unwanted black line is seen and element flickers on hovering. Attaching screencast for reference.

Good Build: 65.0.3287.0
Bad Build: 65.0.3288.0

You are probably looking for a change made after 522576 (known good), but no later than 522577 (first known bad).

I'm out for a couple of weeks as of now.

To see this, open DevTools, find the overlay layer that has a background image, and toggle the background image on and off. The fact we get really odd uneven edges and sometime black and sometimes not etc suggests to me that the repaint area is flaky in some way. Could be clip, could be layer sizing, could be repaint rect.

This bug is P1 but has had no action for months. Please don't leave P1
bugs sitting around.

@schenney it was originally bisected to you, could you please investigate a fix?

Back in December you sent it to trchen because you'd be out on vacation for a
little while.
Status: WontFix (was: Assigned)
Should have checked the status against SPv175. I can't repro on M-67 Linux or Windows 10.
