Issue descriptionChrome Version: 65.0.3298.3 (Official Build)488e9f197ba6acea68d7732e73b0aa3eff7c0bb6-refs/branch-heads/3298@{#6} 32/64-bit. OS: Win(7,8,10), Linux(14.04 LTS) and Mac(10.12.6,10.13.1,10.13.2). What steps will reproduce the problem? 1. Launch Chrome, go to http://permission.site/ page, right click on web-page to open context menu and select 'Translate to English' option. 2. Click on 'More options' button on translate bubble and select 'Hindi' language from 'Translation language' drop-down list. 3. Check the 'Always Translate' check-box and then click on 'Translate' button on translate bubble. 4. Now open NTP, go to http://omahaproxy.appspot.com/ and observe the web-page. Unnecessary omahaproxy page gets translated to Hindi language. Omahaproxy page should not get translated to Hindi language. Note: This issue is reproducible for all the web-pages. This is a regression issue, broken in M-64 series, below is manual regression range. Good build: 64.0.3280.0 Bad build: 64.0.3281.0 CHANGE-LOG URL: The script might not always return single CL as suspect as some perf builds might get missing due to failure. https://chromium.googlesource.com/chromium/src/+log/2cacf420c879ac198e2faa3c536cd953048e6381..32365f399cf6f0cd7387480ed95c439ac85ac0b7 Suspect: https://chromium.googlesource.com/chromium/src/+/32365f399cf6f0cd7387480ed95c439ac85ac0b7 @martis: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.
