There is an issue in Chrome with it not-seeing cookies that are stored on the user's device.  If one logs into a site as a registered user (in my case it was CollarSpace.com) and then later try to delete the cookies stored by CollarSpace, Google Chrome cannot find any cookies stored in Settings/Content Settings/All cookies and site data.  

If you close the settings window, then refresh the CollarSpace window and return to the cookies list in Chrome, the cookies for CollarSpace appear.
