In developer Tools unable switching from third-party extension tab by button [»]

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3298.0 Safari/537.36

Steps to reproduce the problem:
1. Install
SBIS3 BL Methods Logger
or
EditThisCookie
extension.

2. Open DevTools

3. Switch to
SBIS LOGS tab
or
EditThisCookie
tab.

4. Try by using button [»] switch to another tab.

What is the expected behavior?

What went wrong?
Unable switch to another tab from third-party extension tab.

Also unable open console by pressing [Esc] key when third-party extension tab in opened.

Able to reproduce this issue on Windows 10, Mac OS 10.12.6 and Ubuntu 14.04 on the latest Stable 63.0.3239.108 and Canary 65.0.3309.0 by following the steps mentioned in the original comment.

pfeldman@ I don't know why this was sent my way. From using it the events seem to be going to the right place but the tabs aren't switching. ie; the focus highlight is correct when you move the mouse. I'd investigate why the tabs aren't switching.

Is there an error that you

This seems to have been fixed by another CL [1].  Marking as fixed.

I  checked Canary build 68.0.3438.0 and saw that now third-party extension tabs displayed only in incognito mode.

Also I created empty profile and sure third-party extension tans not appeared in not incognito mode.
