Blue highlight is not seen under 'Basic' and 'Advance' tabs at first instance in chrome://settings/clearBrowserData.

Issue description

Version: 65.0.3298.3 488e9f197ba6acea68d7732e73b0aa3eff7c0bb6-refs/branch-heads/3298@{#6}
OS: Windows (7,8,8.1,10),Mac OS X(10.12.6,10.13.1)

What steps will reproduce the problem?
1. Freshly Launch chrome, navigate to chrome://history/ page and click on 'Clear Browsing data' and observe 'Basic' and 'Advance' tabs in overlay

Actual: Blue highlight is not seen under 'Basic' and 'Advance' tabs at first instance
Expected: Blue highlight should be seen under 'Basic' and 'Advance' tabs at first instance

This is a non-regression issue, seen from M-63 series as new feature in 'Clear Browsing data' that is 'Basic' and 'Advance' tabs appears from build # 63.0.3225.0

Kindly review the attached screen cast for reference.

Note : Issue is not seen on Linux OS.

I tried this on Windows 10 in 63.0.3239.132, 64.0.3282.119 and 66.0.3330.2 and couldn't reproduce this on a fresh start or even with a fresh profile. Is there anything special that I need to do?

I also can't reproduce this on a Mac. I will close the issue, please reopen if this is still reproducable and I missed some important step.

With respect to comment #6 :
Rechecked this issue with the steps mentioned in descriptions of the bug on Windows (7,8,8.1,10),Mac OS X(10.12.6,10.13.1) and Linux (14.04 LTS) OS using latest Canary Chrome version : 69.0.3444.0 and the issue is still reproducible that is after clicking on 'Clear Browsing data' tab from chrome://history page (it will navigate to chrome://settings/clearBrowserData) Blue highlight underline is not seen for "Basic" tab for first instance and the same is seen after clicking on 'Basic/Advance' tabs.Kindly refer the attached screen cast for same.

@dullweber : I request you to please take a look into this issue again.
