Automatic extension removal dialogue is confusing

Issue description

When an extension is automatically removed for policy reasons, a dialogue is displayed to alert the user. 

The prompt says "Confirm changes", but there isn't actually an option to *not* confirm the changes (Screenshot attached). The only choices are "ok" and "details".

These strings are confusing, we should update them.

jialiul commented that the modal dialog code is fairly rigid, and requires one title and two buttons.  For that reason, we could switch to something else like a butter bar.

[Extensions Triage] The user can't install an extension blocked by policy so what would "Not confirming changes" entail? Seems to me that "Confirm Changes" is confusing and should be changed to something else.

Assigning to Devlin for his view. Also cc'ing Catherine who has worked on Extension UI before.

Talked to Joel. He's going to take a look at possible design options. Will assign this bug to Joel eventually, but his Chromium account is still being set up so +cc bettes for now.
