aria-live region example works in Safari VoiceOver, does nothing in Chrome VoiceOver

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. go to https://terrillthompson.com/tests/aria/live-scores.html
2. click on any of the buttons to trigger live region updates

What is the expected behavior?
scores are spoken

What went wrong?
nothing is spoken

Did this work before? N/A 

Chrome version: 62.0.3202.94  Channel: stable
OS Version: OS X 10.12.6

Hm.

The test case works the same in Safari and in 65.0.3315.0 on 10.13.3 beta - scores are announced as they change. It also works in 64.0.3260.2 on 10.13.3 beta. I'll scare up a 10.12 machine to test on, but it seems likely to me that this was fixed by dmazzoni's <https://chromium.googlesource.com/chromium/src/+/f51324e71030221b7908c7b8b1efe29cee360079>.

dmazzoni@, what do you think? You've worked on aria-live much more recently than I have :)
