Hangouts message notifications toggle instead of stack

Chrome Version: 65.0.3299.0
OS: CrOS

What steps will reproduce the problem?
(1) Send a test message to an account over hangouts in CrOs, observe notification.
(2) Send an additional test message without dismissing the original notification.

What is the expected result?
The notification should update.

What happens instead?
The notification dissapears and there are no notifications.

I didn't see this issue recently and I can't repro this on the latest canary. I assume it was already fixed.

Google Chrome	67.0.3363.0 (Official Build) canary (64-bit)

Did you try this with all 3 versions of the app (extension, chrome os app, arc)?

I believe it had different behavior for one of the three, sorry for not including more detail in the bug!

I thought you meant ARC version of the app. As I tested the all, the extension and app versions have the issue.

Tested on Chrome App & Chrome Extension hangouts and it didn't reproduce.
