[MD Extensions][error console] investigate why 'error' button not visible on some platform builds.

Issue description

Getting reports of the "error" button not visible on ToT/canary on win7 & win10 (see  issue 787964  comment #7), and mac sierra 10.12.6 (seen by scottchen@).

We should investigate why this is inconsistent.
