Repro:

1. Open a DevTools extension tab (like for https://chrome.google.com/webstore/detail/axe-coconut/iobddmbdndbbbfjopjdgadphaoihpojp/related )
2. Right click inspect, get a new devtools window.
3. Click Inspect Element button in the top-right.
4. Hover over elements within the OOPIF

I expect that these elements would be showing up/selectable in my new devtools window. But nothing happens.
