Incognito developer tools minimise button is hidden behind logo

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Steps to reproduce the problem:
1. open Chrome
2. open a web page in incognito mode
3. open developer tools with F12

What is the expected behavior?
User should be able to minimise the developer tools by clicking on the minimise icon.

What went wrong?
The incognito icon covers the minimise icon and blocks the click through. 

Did this work before? N/A

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Able to reproduce this issue on Windows 7 using the latest Canary 65.0.3305.0 and Stable 63.0.3239.108 by following the steps mentioned in the original comment.

Note: Issue is not observed on Windows 10, Mac OS 10.12.6 and Ubuntu 14.04.

Bad Build : 53.0.2747.0 (Revision-395489)

Unable to provide the changelog URL using the per-revision script as we were getting perf build error. Hence providing the Changelog URL by executing the old bisect script.

this may be related to my change, but since it's unique to windows 7 it might be best to let pkasting triage/assign it.

Also, if it took almost 2 years to notice, it's probably not a p1.
