Opening Subsequent Instances in Windows disregards yours preferred startup destination.

Steps to reproduce the problem:
1. Configure an alternate startup page.
2. Launch Chrome
3. Launch a second instance of Chrome by Shift+Clicking the Windows Taskbar icon.

What is the expected behavior?
Both instances should perform the configured startup action. In my case, both should "Open a specific page or set of pages".

What went wrong?
The second instance went to the new tab page. 

Did this work before? No 

Chrome version: 63.0.3239.84  Channel: stable
OS Version: 10.0
Flash Version: 

I originally found this using Vivaldi, and after contacting them, they advised that is a Chrome issue, and that they probably can't fix it.  ¯\_(ツ)_/¯

gui.priaulx@ Thanks for the issue.

Able to reproduce this issue on Windows 10 and Ubuntu 14.04 using the latest Canary 65.0.3298.3 and Stable 63.0.3239.108 by following the steps mentioned in the original comment.
Unable to provide Mac OS behavior as Shift+clicking on the Chrome icon in Dock is not launching a second instance of Chrome.

This is a Non-Regression issue as this is observed from M50 chrome builds.
Attaching the screen cast for reference.

Hence marking this as 'Untriaged' for further updates from Dev.
