Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.97 Safari/537.36 Vivaldi/1.94.1008.34 Steps to reproduce the problem: 1. Configure an alternate startup page. 2. Launch Chrome 3. Launch a second instance of Chrome by Shift+Clicking the Windows Taskbar icon. What is the expected behavior? Both instances should perform the configured startup action. In my case, both should "Open a specific page or set of pages". What went wrong? The second instance went to the new tab page. Did this work before? No Chrome version: 63.0.3239.84 Channel: stable OS Version: 10.0 Flash Version: I originally found this using Vivaldi, and after contacting them, they advised that is a Chrome issue, and that they probably can't fix it. ¯\_(ツ)_/¯ This video demonstrates the issue in Vivaldi. https://1drv.ms/v/s!AjvCETnfrQxUm743VdoQTPQVF0rkIQ
