AutocompleteController::Start() Called 4 Times on First Keystroke [on Mac]

Project Member Reported by mpear...@chromium.org, Dec 18 2017

Issue description

Spawned from
https://bugs.chromium.org/p/chromium/issues/detail?id=795395#c10
Comment #9 is also relevant.

What steps will reproduce the problem?
(1) Put debugging lines in AutocompleteController::Start()
(2) Focus in the omnibox
(3) Type a character

What is the expected result?
(4) Only one call to AutocompleteController::Start() happens. Each call for most users lasts on the order of tens or maybe a hundred milliseconds.

What happens instead?
(4) There are four calls. Each call takes about the same amount of time, meaning this is a 4x slowdown.

Also see bug 669727 , which is about Views. On Views, Chrome gets two calls. That bug expresses the desire to get only one.

I have reason to believe this will be magically fixed through refactoring and other changes this year. I think it's safe to punt until later. Let's re-evaluate at the NextAction date to see if having more than one Start() call is reproducible.
