[iOS] Start using Browser object

This object consolidates central Browser data objects & communication mechanisms.  Before BrowserCoordinators can be used, we need to first allow usage of Browsers, which are vended by the BrowserList KeyedService.  Supporting Browser objects will require changing how we create WebStateLists.  Currently, this is done by TabModel.
