Drop downs and hover text disappear immediately

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Steps to reproduce the problem:
1. Select a drop down box
2. Move the mouse
3. Drop down entries disappear

What is the expected behavior?
Would expect drop-down to persist to allow selection

What went wrong?
Drop-down box disappears immediately

Did this work before? N/A 

Chrome version: 63.0.3239.84  Channel: n/a
OS Version: 10.0

andrewtaylor704@ Thanks for the issue.

Tested this issue on Windows 10 and Mac OS 10.12.6 using the latest Stable 63.0.3239.108 and Canary 65.0.3298.3 and unable to reproduce the issue by following the below steps

1. Launched Chrome and navigated to chrome://settings.
2. Clicked on the drop down under settings and hovered the mouse over the menu items. Couldn't see the text disappearing on hovering the mouse on the menu items.
3. Tested the same on www.amazon.in and no issues were observed.
Attached is the screen cast for reference.

Request you to please check and update the thread if anything is missed from our end; and provide the URL where you are seeing this issue.

Also request you to update chrome to the latest version and retry the issue and update the thread with the observations.
