Chrome current version (version62 +) does not work properly with TalkBack enabled

Issue descriptionDevice name: Any Android device with Chrome v62 + (for reference: ZTE Z971) Android version: WebView version (from system settings -> Apps -> Android System WebView):Disabled. Chrome version: 63.0.3239.111 Application:AT&T Device Help Application version: 3.1.1.99 Application:Chrome Application version: 63.0.3239.111 URLs (if applicable): http://start.att.net Steps to reproduce: (1) Turn on Talkback (2) Launch AT&T Device Hemp app (Or any application with Webview like Quora app) (3) Observe TalkBack behavior. Expected result: (1) On App launch page should be highlighted (2) Only highlighted page title should be announced, not all headers of the page. (3) On selecting any image, only image title should be announced. Actual result: (1) On App launch page is not highlighted (2) On first swipe, page highlights but talk-back announces all headers of the page. (3) On selecting any image, talk-back announces title + "Graphics"

Tested the issue in WebView and could not reproduce the issue. Observed the focus on the elements Steps Followed: 1. Enabled WebView #63.0.3239.111 2. Installed Quora app 3. Enabled talkback 4. Observed page titles and the image title only announced. Chrome versions tested: 63.0.3239.111 OS Android 8.0.0, Android Devices 8.0.0; Pixel XL Build/OPR1.170623.027 Requesting MTV team to check the issue on ZTE device by installing AT&T Device Help app as the mentioned app is not available in India Thanks!!

Tested on Samsung S7 (AT &T) and Samsung S8 (Verizon) as device mentioned ZTE Z971 not available in MTV and App mentioned in Comment #1 not Available As well. Tested on System Image (60.0.3112.116) on S8 and S7 System image (56.0.2924.87) and Playstore version 63.0.3239.111 on Quora / 2.6.10 with the following observation 1.Launching the app,Home page does not get auto selected. 2. On Swipe from left to right after tap it reads Launch page and on next swipe reads the second UI element in my case "Continue with Google" Assigning to Dominic for confirmation on the Observation 1 is to be expected ?

The AT&T Device Help app is available on all latest AT&T high end devices(USA) like S8 series, LG G6, V20, V30, etc. for #2 observation, on the first swipe, the focus is on the full UI and all headers are announced (with v62, v63). But with older chrome versions (v61 and below), only the page title was announced. PFA Eng apk of the AT&T Device Help app if the reference devices are not handy.

The primary issue here - the page not being announced on launch - is working as intended. This is a distinction between Chrome and WebView. The problem is that many pages use WebView for just a portion of the page. It was not correct for WebView to announce anything on loading the page because the user may be interacting with something else on the page. So this was a deliberate change. The author of the app, like AT&T Device Help in this case, can explicitly focus the web view in order to get it to announce if they want. Announcing all of the text on selecting the page doesn't seem ideal, but it's probably a consequence of the change above. To ibobra@ to investigate further, but it's not obvious we want to change anything here.
