Alter when the GVR update prompt is displayed

Issue description

Right now the GVR update prompt will be displayed whenever a site asks
if VR services are available, even if the user never intends to use them. This should be redesigned so that the update prompt is only displayed when a user indicates that they wish to use VR.

This will naturally be completed when runtimes don't initialize until called for.
Status: Fixed (was: Started)
GvrDevice is updated for this now - we won't even request the vr dfm until a site requests a session.  For WebVR we do need to install things for compat when a site requests devices since displayinfo is exposed initially.
