Regression: 'Translate' button is not seen properly on translate bubble.

Issue descriptionChrome Version: 65.0.3298.0 Revision 6586a208880a70a00856529493741971ecfea5c2-refs/heads/master@{#524617}(32/64 bit) OS: Windows(7,8,10), Liunx(14.1LTS) What steps will reproduce the problem? (1) Launch chrome, navigate to https://www.google.com/intl/en/chrome/browser/welcome.html (2) Right click on page and select 'Translate this page' option. (3) Then click on More option on translate bubble and change the translation language(eg.Hindi) (4) Observe Translate button on Bubble. Actual: 'Translate' button is not seen properly on translate bubble. Expected: 'Translate' button should seen properly on translate bubble. This is a regression issue, broken in 'M65', below is bisect info: Good Build:64.0.3282.0 Bad Build: 65.0.32983.0 You are probably looking for a change made after 521020 (known good), but no later than 521021 (first known bad).
