[Missing Tests]: Live muted video in inactive tab is getting paused

utomated tests for the below commit have been missing.Would it be possible to add test coverage to avoid regressions in future?

Status: WontFix (was: Assigned)
Unfortunately, we can't properly test it due to this bug happening only in a very specific conditions — tab is in background for a long time and site using specific media apis invoking javascript callbacks. 

Our plan to prevent regressions is to get rid of default timer task queue so the random things won't get throttled when they shouldn't.
