Regression: Connect to Network overlay is seen active even when password overlay is seen

Chrome Version:65.0.3297.0/10225.0.0 dev Gnawty,Cyan,Peach-Pit
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover build>> In Connect to network screen, click on any wifi name to get password overlay
(2)Now click on any other wifi and observe

Expected: When password overlay appears, Connect to network overlay should be inactive
Actual: Instead, Connect to network overlay is active and multiple password overlays can be seen ..

This is a Regression issue as same is working fine in 65.0.3294.0/10216.0.0 dev

NOTE: Issue is not seen on Windows and Linux

ohsima@ - I think this is another symptom of returning the wrong type in SystemWebDialogDelegate::GetDialogModalType() during oobe/login. Did you have a patch for that, or would you like me to put one up?
