Service Worker stuck on "status: installing" after Clear Site Data in DevTools

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36 Steps to reproduce the problem: (1) open new tab (NOT incognito) and load https://cloud3squared.com/files/sw-stackoverflow-demo/index.html (2) hit F5 a couple of times to load all resources fully (3) F12 to open DevTools (4) go to Application tab > Clear Storage (5) hit Clear Site Data button (with all options checked) (6) go to Service Workers section... service worker is "activated and running" (7) hit F5 to reload (8) service worker status is now "installing", and remains on that with further F5 reloads (see screenshot) Only way to resolve it is to click on the Unregister link next to the service worker... then subsequent F5 reload will get back to normal What is the expected behavior? service worker isn't stuck on install What went wrong? as described above Did this work before? N/A Chrome version: 63.0.3239.108 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Note that this doesn't happen in an Incognito window... the service worker continues to operate even after the above repro steps

I can confirm repro scenario up to step 6. I would expect the SW to unregister but it stays up and running.
