List of service workers available via chrome://inspect/#service-workers is not as informative as it could be

Reported by drmrbre...@gmail.com, Dec 18 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36

Steps to reproduce the problem:
(1) load chrome://inspect/#service-workers
(2) only running service workers are shown

To get to a list of all service workers (regardless of status), you have to go to the Service Workers page of the Application tab for a specific page (though even a blank page will do), then tick the "Show all" checkbox. This shows even those service workers that are "activated and stopped".

What is the expected behavior?
I would expect the dedicated chrome://inspect/#service-workers page to be the definitive resource for inspecting service workers, rather than having to navigate through various tabs and panels for a specific application page to find the more informative (and comprehensive) list of service workers that are still active, whether running or stopped.

What went wrong?
See above.

Did this work before? N/A
