List of service workers available via chrome://inspect/#service-workers is not as informative as it could be

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36 Steps to reproduce the problem: (1) load chrome://inspect/#service-workers (2) only running service workers are shown To get to a list of all service workers (regardless of status), you have to go to the Service Workers page of the Application tab for a specific page (though even a blank page will do), then tick the "Show all" checkbox. This shows even those service workers that are "activated and stopped". What is the expected behavior? I would expect the dedicated chrome://inspect/#service-workers page to be the definitive resource for inspecting service workers, rather than having to navigate through various tabs and panels for a specific application page to find the more informative (and comprehensive) list of service workers that are still active, whether running or stopped.
