Add better tests for service worker and <webview>

Spin-off of  issue 781313 .

Would be good to have:
* A browser test that starts a service worker inside <webview>. Probably we can add something like the test case in  issue 781313  to chrome/browser/apps/guest_view/web_view_browsertest.cc.

* Better unit tests for RenderProcessHost/StoragePartition/SiteInstance that exercise the code added in the fix. We are currently limited by MockRenderProcessHost and RenderProcessHostFactory. See code review comments at https://chromium-review.googlesource.com/807973
