pw generation not triggered on ANY websites

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.24 Safari/537.36

Steps to reproduce the problem:
1. clean install chrome (stable or beta)
2. enable chrome://flags/#enable-password-generation
3. enable chrome://flags/#enable-manual-password-generation
4. right-click the password input on any site, including facebook.com, twitter.com, github.com
5. ask yourself why it won't offer to generate a password

What is the expected behavior?
"Generate Password" in context menu

What went wrong?
no "Generate Password" in context menu

Did this work before? Yes i don't know but i used to generate a bunch of passwords with chrome. now i can't.

Chrome version: 64.0.3282.24  Channel: beta
OS Version: 10.0

edit: and this problem persists whether I log into chrome and enable sync or not. I can't find any confounders.

Able to reproduce the issue on reported version 64.0.3282.24, Canary 65.0.3298.3 using Windows 10, Linux Ubuntu 14.04, hence providing Bisect Info
Note: This issue is not specific to Mac

Bad build: 64.0.3243.0

You are probably looking for a change made after 509458 (known good), but no later than 509459 (first known bad).

Feature was unlaunched for M63, because of bug. It should work only from M64

Is passwords sync w/o passphrase enabled? Broken sync is the only reason.
