Google Apps set up mirrors keeping the genuine apps unresponsive and fraudulent apps alive and kicking.

Steps to reproduce the problem:
1. Allowing Google Play to update.
2.

What is the expected behavior?
An immediate download of what looks like Google Carrier Service but actually forces a library of Google Play counterfeit apps and unsecure searches from Chrome.

What went wrong?
I am desperate and relatively unware of the lingo needed to articulate the issue further. It is best said that a virus and/or hacker is using the Google interface to mask this abuse. Please see the bug report and such. Help!
