Issue descriptionSteps to reproduce the problem: 1. I have set the language to English in both public and private sessions 2. When I open the original browser it stays on Englsih 3. In contrast my private session browser reverts to my location’s language What is the expected behavior? What went wrong? Unwanted automatic language change in private browing Did this work before? As per my understanding of the bug in #0 , tested the below steps: PreCondition: Set the device location to Germany or any other region. Set the device language to English. Steps: 1. Open google.com both in Normal and incognito tab. Tested in iPhone X iOS 11.2 . i am unable to repro it.

It is possible that some websites will use IP to determine locale for users who don't share their location or don't have cookies. So potentially the repro will involve using a foreign IP, for example through VPN.
